I had sex condom protected with someone questionable. A week later I wore tight underwear and pants all day and fell asleep with them on all night. Slept under a blanket and was sweating a lot over night. Woke up and took a shower and noticed redness under shaft area. Went to dermatologist and they said it looked like dermatitis and prescribed 2.5% hydrocortisone. After 3 days it cleared up, I used for a week (2x/day) Then 2 weeks later I scratched really hard (for no reason, just felt like scratching) and similar rash appeared. Used hydrocortisone and it went away almost the next day or 2 days. The rash was slightly pink, skin looked shiny. No bumps, no itching, no pain. No symptoms of flu no headache, no shooting pain in legs etc Do you believe it is dermatitis? Underside where rash was looked a little lighter in color. Could lightening be due to hydrocortisone? Any advice is appreciated.

The topical medication could be causing the lightening, yes. You posted on the herpes website so I suspect that herpes is a concern for you. This sounds nothing like herpes to me but more like a mild fungal infection. If the symptoms continue, you could consider trying a topical antifungal medication that you can get over the counter.
