Index value numbers can change over time, up and down, both as a function of the way the test works (the control value varies with each batch so a person’s sample will vary because it is compared to the control sample) and also likely your immune system may vary some between draws. I am completely reassured that your HSV 2 test results is solidly negative and I don’t believe that you have HSV 1 genitally.
