Better picture. No, it does not like herpes to me. Rarely have I seen new herpes present only on the head of the penis also. It might or might not be painful to the touch, but I would say the majority of the time, new herpes is tender. Blisters would form early on in an outbreak. Have you had a herpes antibody test?
