Yes, HSV 2 can appear this way. Not all herpes presents as blisters. At some point, blisters break and then the outbreak can look like many things. But your doctor looked at it and said it didn’t look like herpes, did she swab test it? I think you just scratched yourself and are freaking out unnecessarily.
No, scrotums are not at all typical areas for outbreaks. I seriously doubt that this is herpes.
