It certainly sounds like a new infection to me.
Combine multiple lesions, very low IgG result, this makes me believe this is a new infection. However, it’s very wise that he get the antibody test, IgG, never IgM. Most people with HSV 2 are not aware of their infection, so perhaps he was not aware he could infect you.
